Get Help from the USDA to Plan and Finance Your Secondary Containment System

Many companies across the United States are answering yes to these questions, so the Department of Agriculture has developed an initiative that will help agricultural producers in eight states comply with the EPA's Spill Prevention Control and Countermeasures (SPCC) Program. The goal of this pilot initiative is to provide the technical and financial assistance necessary to help companies develop secondary containment systems that will prevent and mitigate fuel and oil spills on their operations.
The Natural Resources Conservation Service (NRCS) is heading up the $3 million initiative, and the following states will be participating:
Idaho, Louisiana, Nevada, New York, North Dakota, Oklahoma, Texas, Utah and the Caribbean area
Details of the NRCS $3 Million Initiative
Over the course of the next year, NRCS will help companies update their current spill prevention plans or develop new ones. Plans must be in place by no later than November 10, 2011. NRCS is providing the following technical and financial support to help companies become SPCC compliant:
Technical Support
NRCS developed an interim conservation practice document that is standard for secondary containment of oil and fuel. Technical service providers can use this document to aid in the design and implementation of their spill containment systems.
*Please Note: Operators with above ground storage capacities of 10,000 or more must have a plan that is prepared by a registered professional engineer. Those with less can “self certify” by completing an online template. The template can be found at:

Financial Support
The NRCS will provide up to $3 million to help farmers, ranchers and other agricultural producers comply with the EPA's SPCC regulations. Funding is available for both the development of an SPCC-compliant secondary containment plan and the implementation of the spill containment system itself.
